On April 12 of last year Defense Minister Klaudia Tanner appointed a six-person procurement review commission. Its chairman, lawyer Bernhard Müller, has now submitted the first report to the Minister.
Defense Minister Klaudia Tanner commented: “In order to ensure the greatest possible transparency in the run-up to procurement processes of a certain magnitude, it was particularly important to me to set up an external, independent expert commission. The first report, which focuses on the principles for transparency and documentation of procurement processes, established that the responsibility of the Federal Ministry of Defense in procurement is met by a comprehensive set of procedural rules and guidelines. With regard to compliance regulations, it was further determined that the Federal Ministry of Defense has a comprehensive set of guidelines, orders, directives and other regulations in this regard.” https://militaeraktuell.at/deutsche-wollen-die-wehrpflicht-zurueck/ The Commission is an advisory body to the Federal Minister of Defense and helps to ensure that procurement projects in the above-threshold area are carried out in accordance with the law and in an economical and expedient manner. It is based on the National Defense Financing Act, according to which such a commission must be set up at the Federal Ministry of Defense. The threshold values vary depending on the service and are regulated in Section 12 of the Federal Procurement Act 2018. The review commission consists of six publicly recognized external experts who are experienced in the field of the commission’s tasks and who are selected by the Federal Minister of Defence in accordance with these criteria and appointed for a period of three years. The chairman and his deputy are elected from among the members. The details of the implementation are regulated in rules of procedure.
