The “Digitalization of Land-Based Operations” armaments programme, or D-LBO for short, equips the land forces of the German Armed Forces with modern information and communication equipment, thereby making a “significant contribution to ensuring the Bundeswehr’s war capability”, as stated in a recent press release. The training equipment is provided by BWI GmbH.
In the D-LBO program, an initial operationally usable force deployment for the NATOcontribution from 2025, the so-called “Division 2025”, is to be implemented by the end of 2027 using the “D-LBO basic” equipment variant. The associated digitalization will significantly improve the command and control capability of the land forces. For this reason, BWI GmbH was commissioned this week by the Bundeswehr Procurement Office to provide initial training for the “D-LBO basic” equipment variant. The training of administrators and operating and maintenance personnel on the new system is closely linked to the vehicle conversion for the “Division 2025”. Their training will take place before the vehicle conversions of the corresponding unit are completed. Parallel to the vehicle conversions, large training capacities are therefore required in the Bundeswehr in order to train the IT specialists for the new IT equipment in good time.
The contract, which has now been concluded and runs until the end of 2027, secures the Bundeswehr the necessary training capacities at an early stage, which, in addition to the initial training, also includes the construction and rollout of the necessary training facilities. To this end, BWI GmbH will equip 36 Bundeswehr locations with D-LBO training equipment and hand it over to the Bundeswehr once it has been commissioned. Initial training and rollout are scheduled to start in the second quarter of 2025. The expenditure of around 65 million euros will be paid from the Bundeswehr special fund and the regular defense budget. The project was already approved by the Budget Committee of the German Bundestag in mid-November.
