After a good two weeks, the first nationwide homeland security exercise of the Territorial Command of the Bundeswehr has come to an end. From April 22 to May 3, a good 1,400 reservists from the homeland security forces practiced their core mission: Protecting and securing defense-critical infrastructure. The “National Guardian” exercise also involved training in cooperation with civilian blue light organizations such as the Federal Agency for Technical Relief and the German Red Cross.

“What you see here is a visualized section of the operational plan, the OPLAN Deutschland. This plan covers the spectrum from homeland security to the protection of defense-critical infrastructure to national territorial defense,” explained Lieutenant General André Bodemann, Commander of the Territorial Command of the Bundeswehr, at the closing event of the exercise in the seaport of Rostock. “What is not practiced cannot work,” he concluded. The aim was to have homeland security forces available across the board to support the function of the German hub. The focus was always on objects worthy of protection, such as ammunition and material stores, as well as seaports, loading stations and logistics transshipment points of the Bundeswehr and allied partner countries in Germany. For the the respective defense-critical infrastructure the homeland security forces set up checkpoints, carried out patrols or supported vehicle movements by means of a convoy support center. In addition, soldiers from the Territorial Command of the German Armed Forces also put a mobile command post into operation for the first time. The Bundeswehr’s homeland security forces are currently organized into three homeland security regiments and smaller homeland security companies. The Bundeswehr is planning to set up a further three homeland security regiments by next year, and demand will continue to increase in the medium term.
